Thank you for your question. This product is not a trailer, but rather a kayak carrying attachment for a trailer. The street legality will depend on the trailer itself.
You will have to measure the distance from your trailer in the middle of where it would be mounted to the hitch and make sure that is at least 8'. Let us know if you have any additional questions.
