How well does this coat fare in the rain? It is water-resistant so would an extra waterproof shell be needed?

This coat will have a water resistant coating, but it will not be waterproof. If you were in more than a light rain you'd want a rain shell.

What is the temperature rating on this coat?

Coats do not advertise a temperature rating typically for two reasons. First, comfort level is highly subjective. What is warm for one person may not be warm enough for someone else. Second, it depends on the type activity you will be doing with it.
