Is this jacket waterproof and/or windproff? Does it have a goretex coating?

This jacket has a Durable Water Repellent (DWR) finish, and therefore is water resistant, but not waterproof or windproof. It does not have Gore-Tex, it is a polyester and cotton blend fabric.
