Yes, the torso strap adjusts from between 14 to 20 inches.

The ACT Lite 60 pack is very adjustable. Your girlfriend shouldn't have any problem fitting if she is 5'6". The back/harness adjusts quite a bit to fit torso length, and the hipbelt has lots of adjustment as well.
