is this shoe supposed to go over the ankle?

No, this is the low cut version of the Guide Tennie and it does not extend above the ankle. There is a mid height version that does rise above the ankle (http://www.campsaver.com/guide-tennie-mid-approach-shoe-men-s).

The one that we have in stock is the newer model with the red logo on the tongue and the longer front rand.
