Is this bag small enough to be used as a carry-on?

It might be if you were able to compress it. Regulations call for the bag to be under these dimensions: 9 inches x 14 inches x 22 inches
This bag has the following dimensions: 25 x 13.5 x 11 in
So it is definitely too big if not compressed down.

Does it come with backpack straps included?

It does ,the handle loops are actually padded backpack straps if you look at the picture! Let us know if you have any additional questions.
