I wear size 8 hoka wide in your sneakers; what size would I wear in these ?

If 8 wide is the size that fits the best, I'd suggest to stick with that size for this Hoka.

Is this boot appropriate for plantar fasciitis, or flat feet?

While they are fully waterproof, they are not insulated so they would not be ideal for winter use.
