If 8 wide is the size that fits the best, I'd suggest to stick with that size for this Hoka.

Is this boot appropriate for plantar fasciitis, or flat feet?

Some people who struggle with plantar fasciitis and flat feet do like Hoka shoes. The Hoka One One Challenger Mid Gore-Tex Hiking Shoes should be appropriate for people with flat feet and plantar fasciitis. It depends on the person.

While they are fully waterproof, they are not insulated so they would not be ideal for winter use.
