Can lo setting be used safely with cell phone, camera?

Yes it can but be sure to set the wattage before plugging in both the cell phone charger and the unit itself.

Does Lo / Hi refer to over and under 50W???

The Lo / Hi switch determine if more wattage output is needed. So high for more, low for less. It isn't a specific Wattage.
