Will this work with Halkey Roberts valves?

It does not work with a Halkey Roberts valve so you would need to purchase an adapter.

With the C 7 valve and fitting, does it push done on the spring inside to allow the low pressure stage to work before kicking into high pressure

Yes, it should push the spring down to allow low pressure inflation.
