What is the hook on the back of the hood for? Is there any way to fold away the huge hood?

It is to secure the hood. You can wrap it around to the cross material inside the neck piece and attach there for securing the hood.

How many inches long is the clothes? (S size)

The Small size is 28 inches / 71.12 cm from the bottom of the hood to the center of the back hem.
