what is the inside material, smooth or fleece?

The inside is a polyester, so it should feel smooth.

Is this a helmet compatible hood?

It is advertised by Mountain Hardwear as being helmet compatible, mostly likely with climbing helmets. With bigger skiing helmets, it is unlikely.
