I am an XS by the measurements,,should I order up to Small so can fit over jackets/ layers? No reviews on how it fits... thanks

I would recommend sizing up. Be aware sleeves might be a bit longer than you are used to. This is a athletic fitting jacket, so the xs will fit very snug. Let us know if you have any additional questions.

How do you tuck the hood away when you don't want to wear it?

There is actually no way to secure the hood when not in use. It will just lay against your back.
