Please clarify: the description says the boot is water resistant and/or waterproof. Which one?

It is waterproof. The leather is treated with a water resistant treatment.

Warm enough for a cold possibly snowy winter?

These are not insulated, so if you were to wear them through the winter you'd want warm socks.
