It's chalk, in a non-refillable bag - Black Diamond Non-Refillable Chalk Shot

I have only used to boulder in a gym in cooler temps, so not really pushing the performance envelope. The 'shot' was as full as it could reasonably be and seems to release just the right amount to dry my fingers without putting a thick coating on.
