What is the length of a reg vs small.

The small is 43 inches long. The regular is 49 inches long.

In "Features", level of water resistance is "Waterproof". Down is water resistant, but I don't see "Waterproof" discussed elsewhere. Clarify, please.

The description is incorrect. The Big Agnes Blackburn UL 0 Sleeping Bag 850 DownTek is not waterproof and is only slightly water-resistant. Try to avoid getting this bag wet.
