I have a 33" waist / 32" inseam, does the manufacturer's sizing accommodate long underwear or should I go up a size? I would normally order a medium.

This item is built as a shell and should accommodate a few layers under it no problem. This product does have a slimmer fit, so if you are planning on putting a lot of layers under it then I would suggest going up a size, otherwise you should be fine with the medium.

Are the side zippers full length? Or are they from top down part way or bottom up part way?

They start at the thigh and go down to the bottom of the pant. It is a double zipper, so you can zip it up from the bottom or down from the thigh as a vent.
