What is the difference between this and the Barents Parka (besides the fact that this is a down jacket)? Is one better suited for harsher winters?

The down vs. synthetic insulation is the big difference on those two jackets. Down traditionally has better warmth-to-weight ratio so would likely keep you warmer.

What is the down fill on this jacket?

It is 600 fill power (or CUIN as Fjallraven calls it, Cubic inches per ounce) and is 80% goose down, 20% feather. Let us know if you have any additional questions.
