Gregory rain covers are designed to fit Gregory packs specifically, but they will fit other packs as well. Based on the capacity, you would want to look at an XS.

You'll want a medium sized raincover (fits 60-80 liter packs)

I have a 60L pack (Deva 60), what size rain cover do you suggest?

The medium sized rain cover should fit your pack. The Medium size of the Deva 60 is technically 63 liters, so it wouldn't hurt to get a Large raincover if you have the Medium pack, but if you have the Small or XS, the Medium Raincover should fit for sure.

I have a Gregory baltoro 75 liter Medium pack but also have a (25 inch wide) thermarest ridge rest solar on the outside. Should I get a large since the pad is so big or stick with a Medium as normally directed?

I would probably go with the Large in your case. This will allow for a bit extra room for the sleeping pad.
