Does this have the side pockets in the hip belt?

The Kelty Redwing 50 does feature a small mesh pocket on the hipbelt. A good size for your phone or snacks.

I'm 5'10" 157 lbs. How do I know if I should order a M/L or a S/M size?

The pack will best fit based on your torso range. To measure: Start from your hip crest and measure up to the neck where your shoulders stop. The torso fit range on the S/M is 14.5 - 18.5 in / 37 - 47 cm and on the M/L it is 17.5 - 21 in / 44 - 53 cm.

No, there is just one belt option for this pack. It is designed to fit the vast majority of people.
