I bought a hoodless version a couple of years ago. The cuffs are too loose. Are the cuffs loose on this version as well?

The cuffs on this are elastic so they should be snug, but it depends on the size of your wrists

Which model year is the Maya/Wasabi? The cuffs on that jacket look different than on the other color variations, which make me suspect that it's the 2015/2016 model.
