What is the difference bt the deluxe model and the Universal kayak blocks?

The Deluxe Kayak Block features a heat-bonded non-skid laminate that won't scratch and ensures stability in both wet and dry conditions. In addition, the universal measures 17-7/8" x 4-1/8" x 4-7/8" and the deluxe measures 13-3/4" x 3-1/8" x 3-7/8"

The Universal version should work just fine, but this depends greatly upon the width/diameter of your roof rack.

Yes the cut out form is universal they may slip a little until downward force is applied via tie down straps.

Will the oval cut-out on the universal blocks fit over 2012 KIA Sportage factory crossbars?

The Riverside Kayak Blocks should fit your vehicle just fine. They can slide from side to side during the load process. Most of the retention strength comes from the pressure of tying down the Kayak so if they are a little loose on the fit do not be concerned; just sure that the straps you use allow you to get enough compression to hold both the kayak and blocks in place.
