I live in CA. Why are there restrictions on the states it can be shipped to?

I'm sorry for any inconvenience. There shouldn't be any restrictions on which state it can ship to. this item should be able to ship anywhere within the states no problem. Some brands don't allow us to ship their products outside of the US which would apply to this.

Is a rainfly available for it? In a downpour, will it stay dry inside with a rainfly?

There is not a rainfly available for the Specialist Duo Tent. It is considered a shelter, not a waterproof tent. If there was a downpour, it would not stay dry inside. It can withstand a light-medium rain, but is not sufficient for a rainstorm.
