We would recommend using denatured alcohol as it burns most cleanly (minimal smoke and cleanup). The stove should be used in a well ventilated area.
Keep in mind that "anything" that burns both consumes oxygen and produces Carbon Monoxide including alcohol stoves.
You can get CO poisoning just as easily with alcohol stoves as you can with pressurized liquid fuels white gas or butane/propane canister fuel stoves.
Limiting run-times and ensuring sources of fresh air will keep you safe.
Had a buddy get very, very sick using an Trangia burner in a car as a source of emergency heat in a blizzard. Nearly killed him.
Yes alcohol stoves can be used safely indoors during a power outage. Use Denatured alcohol available at walmart by the quart or at home depot by the gallon.
An advantage of an alcohol burner over a petroleum type stove is that the flames can be smothered with water if it gets knocked over.
It can be used anywhere as long as the proper safety precautions are in place, it uses non-pressurized alcohol as fuel that can be purchased at a hardware store.
