Yes. Numbered lines at 300, 600, and 900 ml and 100 ml steps between those.

Does this have graduated markings? Vargo's web site shows such markings, but the Campsaver photos do not.

Yes, at 100-ml intervals from 300to 900 ml.

Will a msr titan kettle fit inside of it?

The MSR Kettle has a diameter of 4.75 in / 12 cm and a height of 3.5 in / 9 cm. This will not fit the Bot whose diameter is 4.125 in / 10.5 cm and whose height is 6.25 in / 15.8 cm.
