A small will fit a 39-inch chest and a waist between 28 and 30 inches. A medium will fit a 41-inch chest and a waist between 32 and 34 inches.

This is a tough call. Your chest size would indicate that you need a small size, however, your waist size indicates that you need a medium size. I would say to go with a medium to ensure that you can comfortably zip the jacket. However, the chest and shoulders on a medium size may be a little big. It mostly depends on how you want the jacket to fit.
