Warm in single digit weather with double digit winds... with just a tshirt - Rab Neutrino Plus Jacket - Men's

Need:
*warm with only tshirt
*walking around nyc
*watching kids sledding/bus stop
*mainly min activity outside in very cold weather
Struggled with this vs. Montane Black ice... Bought this because:
*slightly wider cut (I'm 5'4" 42in chest)
*bigger hood
*tighter zipper (water resistant?)
*more fill weight (+1.7oz)
*longer in front
Wish it had:
*slightly less profile (but ok since I can layer this better)
*second midsection cord (around stomach like the montane)
