Are these an 'outer layer' or an 'over layer'? I've used Wild Things Belay pants for years to quickly toss on and off as I switch between leading and belaying.

These are an outer layer. They have reinforced kick patches as well.

I are a 32/33 in waist and 30-31 inseam in dress pants/jeans. Was is the inseam length for these pants?

Black Diamond states that their inseams are as follows (based on pant size):
S- 30.5
M - 31
L - 32
XL - 32.5
