Minimum weight is just the tent body, poles, and fly. The "maimum weight" is body, fly, poles, stakes, guy lines, and bags. Let us know if you have any additional questions.

No it does not, but you can get the Salida 2 fitted footprint from this site at the time of this posting. I have one for my tent and for me it is money well spent.
