Men's 11 or women's 11? I'm going to assume men's.
Lem's has two sizing charts, make sure you are looking at the one that specfies the Boulder boot. You can see the chart here: https://www.lemsshoes.com/sizing-chart/
I wear a women's 10. I ordered the size 43 which according to the chart, is the equivalent of a U.S women's size 10-10.5. I am very happy with this size. Since it is winter (I live in Michigan) I will be wearing these with a mid-heavy weight pair of wool hiking socks. These allow just enough room for that without being squeezed (they aren't too big.) I plan on wearing these boots year round (I am in love after wearing them just a week) so I might possibly size down to a 42 for the summer when I will only be wearing a thin liner sock.
So, if you are a straight men's 11, you should be fine with the 45. But if you plan on adding sock bulk, you will probably be better off with the 46.
