The most accurate size would be to measure your foot using a brannock device, but I did take your measurements and compared it on one the best I could. I think you should be able to wear a 12.5 US or 13 US. There isn't much of a size difference between the two sizes but Scarpa is one of those brands that offers a 12.5 size. Most customers have reported that the Kailash runs true to size. You do want a little room in the toe area so they don't bruise but you also want a really good fit in the heal area.

The width of the insole of a Size 9.5 Wide is 3.5 in/ 9 cm, measuring from the widest point at the ball of the foot.
The length of the size 10.5 is 28 cm. The width is 9 cm and the heel measures about 6 cm. The length of the insole is just over 27.5 cm. I would go with the size 44.5 or 11 US so that you have room and will not have to worry about as many blisters. If you are concerned about the width, I would go with the wide version.
